Palatka to award St. John's Avenue streetscape contract to MAER Construction under FDOT grant

Presenter Mister Carlos told the board that the procurement process yielded several bids and MAER was the lowest responsive bidder and is FDOT-prequalified and approved. Funding for the project combines FDOT grant funds and CRA funds; staff cited approximately $1,060,000 remaining in FDOT grants available for projects and $600,000 allocated from CRA funds for this contract. The engineer’s estimate for the project had been about $1.4 million, with the low bid coming in below that estimate, staff said.
Carlos said the contractor provided a preliminary schedule that sets an early-January start and a project completion target in late 2026 (presenter cited Jan. 5 start and an anticipated completion around Nov. 12 of the project year). Staff also said the project team would meet with downtown merchants during preconstruction to coordinate staging and limit disruption to events such as the Azalea Festival in February.
The board moved, seconded and voted to approve the contract award and move forward with preconstruction steps, including coordination with merchants and FDOT reviews.
What’s next: Staff will finalize contract documents, coordinate FDOT and engineer reviews, hold a preconstruction meeting with merchants and the contractor, and target a January mobilization to begin work. No additional budget change was adopted at the meeting beyond the funding items described by staff.
