Tonganoxie financing first phase of $10M wastewater project with KDHE loan

City staff told councilors the city is moving forward with a multi‑phase wastewater treatment plant expansion and is financing the first phase through the Kansas Department of Health and Environment’s (KDHE) revolving loan fund.
Lance Brockovich, the staff presenter, said the overall project is “approximately $10,000,000” and that the first phase is about $6,000,000. Brockovich described the KDHE loan as the current financing path after the city was not selected for earlier grant rounds. “So instead of grants, we did take a loan through the Kansas Department of Health and Environment. They have a revolving loan fund,” he said.
Brockovich framed the plant as necessary because “Tonganoxie is growing” and added the city will need continued infrastructure investment as development moves toward the County Road 1 corridor and sites that seek sanitary sewer and water service. He asked that officials notify staff if they become aware of funding opportunities so the city can pursue grants for later phases.
The briefing did not include a council vote or award of contracts. Staff said future phases may require additional financing or grant matches and asked the council to remain alert to program announcements from KDHE and other state funding sources.
