The Sun City West Governing Board on Nov. 20 voted to place proposed revisions to Bylaws Article 3 (owner member election meetings) and Article 4 (Governing Board) on the March 30, 2026 community ballot.
Director Sandra Forsey moved to include the engrossed language for Article 3 on the ballot; President Christine Novello said legal counsel made a few small edits (highlighted in blue) clarifying the association’s definition of an absentee ballot and removing references to a "written ballot" where the board intends a generic "ballot" or "vote." Novello said the board was not approving the changes themselves but forwarding the proposed language for a community vote. "So we're not approving the changes per se. All members will need to approve those, and we'll do that by virtue of the vote," Novello said.
Director Graham asked whether a clause treating electronic voting as the equivalent of a written ballot was necessary; Novello and staff said counsel recommended keeping the sentence because it aligns more closely with the statute. Director Brown pointed out a misspelling of the word "election" in the Article 3 title; Novello agreed that the typo would be corrected before publication.
For Article 4, Forsey moved to place the engrossed revisions on the same March 30 ballot; Novello noted a single addition requiring that voting materials and results be stored. Director Ratacora raised a question about language allowing use of Maricopa County election services, and staff and the general manager (Steven) said Maricopa County would be an external service provider only if its services were available and that cost or availability might make it an option of last resort.
Both motions were adopted by roll-call vote. The board emphasized these steps send the proposed bylaw language to the membership for final approval rather than implementing the changes immediately.
What happens next: The proposed amendments will appear on the community ballot on March 30, 2026 for owner-member voting. The board said corrected documents and the final voter materials will be posted before the vote.
