Council approves dozens of routine contracts, renewals and appointments in Dec. 4 session

Key items approved included: procurement and renewal contracts for employee benefit plans and stop‑loss insurance, a contract to purchase 45 Taser 10 devices from Axon Enterprises (five‑year financing spread across capital), authorization to replace guardrail on Route 8 with Lake Erie Construction (up to $50,000, insurance reimbursable), a contract for rock salt piling, and authorization to advertise and bid the 2026 Road and Sidewalk Program. Council also approved a TIF (tax increment financing) for a Taco Bell investment and a professional services agreement with Oak Group for master plan exam services.
In personnel and court matters, council approved the law director’s appointment of Tammy Thompson (Tammy Thompson Farley) as assistant prosecutor (Ordinance 2025‑250). The council also approved a one‑year contract under which Stowe would provide prosecution services for the City of Twinsburg for $55,000 (Ordinance 2025‑236); the law director said the contract would help subsidize adding a prosecutor to Stowe’s staff and improve court scheduling efficiency.
Council suspended rules and adopted many items by single‑vote roll calls. A city proclamation recognized Police Officer Taylor N. Paxton as Patrol Officer of the Year following a county prosecutor nomination for outstanding case work.
Most routine items passed by voice or roll call with no further public testimony; a few items generated technical questions about timing, reimbursements and whether purchases were capital or operational. Council asked staff to track budgets for year‑end amendments and to provide follow‑up on water/sewer system condition in light of potential new development.
