Commissioners approve FY26 staffing plan and reorganization for county transit corporation

The El Paso County Commissioner's Court voted Dec. 8 to approve funding and a reorganization for the El Paso Area Transportation Services Local Government Corporation's proposed FY26 staffing plan.
John Ando, ETA executive director, said the plan creates distinct operations, planning, finance and administration units and proposed adding an accounting and office manager, a contract coordinator and a grants and compliance specialist. Ando told the court the positions are budgeted within ETA's grant allocations for six months in FY26 and that recruitment would begin in 2026 with anticipated hires in spring 2026. "We are requesting that the commissioners court approve the proposed staffing plan and that we will coordinate with human resources on the next steps to fill those positions," Ando said.
County Auditor Barbara Parker confirmed that funding is available through grants and would not require county general fund allocations except where a match is needed for specific grants. The court approved the motion to fund the staffing plan and the reorganization in coordination with the county HR department.
