Utah Board approves ARPA grants, loans for secondary-meter projects; one withdrawal frees funds

The Utah Board of Water Resources on Tuesday authorized a series of ARPA-funded secondary-meter grants and linked loans to expand metering across the state and recover $12.3 million in available funds following withdrawals and project closings.
Acting chair Juliette Tenert and staff said the division calculated $12,293,053.18 available after accounting for projects that withdrew or closed. "We had $12,293,053.18," staff member Marissa Egbert said during the presentation of the fifth ARPA application round. The division used Utah Code 73-10-34.5 prioritization criteria to favor first-time applicants and weigh estimated water-use reductions, potential shortages, and project readiness.
The board approved a withdrawal for Mount Pleasant (RM085), freeing additional funds for other applicants. On motions approved by roll call, the board committed: 60% of project costs up to $10,029,111.11 for the Weber Box Elder Conservation District (with an additional contingent $1,449,488.89 possible), and authorized a loan of up to $7,737,000 at 1% interest over 15 years (annual payments roughly $600,000 including reserves); 60% of costs up to $1,784,942.07 for South Ogden Conservation District (with a contingent $403,857.93) and a loan up to $1,584,000 at 1% over 15 years (annual payments roughly $123,000); 60% of project costs up to $173,000 for Morgan City; and 60% up to $306,000 for Marriott-Slaterville City.
Board members asked about program progress. Staff estimated about 85,000 secondary meters have been installed statewide and expected Weber/Box Elder and South Ogden to add several thousand more.
The division reminded applicants that federal ARPA guidance requires funds to be expended by Dec. 31, 2026; the division asked for invoices by Oct. 31, 2026 so state processing can be completed on time.
Separately, the board approved a procedural withdrawal of loan funds for South Davis Water Company’s secondary-meter project after the applicant chose not to complete the project.
Board members praised the scale of deployment and emphasized the work needed to put meters in the ground and process reimbursements before the federal deadline.
