Superintendent outlines budget pressures and board approves KCBA conceptual-design contract for high-school renovation

Dr. Johnson said the district will hold two community budget conversations on Dec. 8 (a 9:30 a.m. daytime session and a 6 p.m. evening session) to present possible adjustments and gather public input ahead of a budget proposal the board will consider in May 2026. He described the budget process as a multi-month dialogue to identify options including attrition and operational efficiencies.
On capital planning, Dr. Johnson outlined a proposal for a modest, one-time $17,500 contract to begin conceptual design work for the high-school renovation. The administration recommended architectural firm KCBA, with Snyder Associates serving as the mechanical-electrical-plumbing (MEP) partner, to begin on-site assessments that will refine scope and probable cost estimates. “On-site assessment is critically important,” Dr. Johnson said, so the district can “understand what’s behind the walls” before committing to larger contracts.
Board members described the KCBA selection and interview process, noting input from the construction manager, staff, students and community stakeholders, and emphasized KCBA’s plan to phase work and provide focused, initial design pieces. A board member also noted that CHA (the district’s construction management firm) is pursuing state grant opportunities to offset future costs.
The board approved the KCBA conceptual-design contract by roll call (ayes recorded in roll call; motion announced as passing). Snyder Associates is scheduled to begin on-site work the day after approval. The administration said further refinement of cost estimates will follow the on-site assessment and programming workshops.
Dr. Johnson also announced a community forum on AI policy for Dec. 11 to solicit staff, student and public input for drafting a district AI policy.
Next steps: KCBA and Snyder Associates will begin on-site assessment; administration will return with refined cost estimates and a recommended phased approach based on assessment findings and community input.
