Council approves ordinance moving Bloomington Veterans Memorial to Harrison Park

The Bloomington City Council voted unanimously Nov. 24 to amend the city code and relocate the Veterans Memorial from Civic Plaza to Harrison Park.
City maintenance staff told the council that site constraints at Civic Plaza made that location infeasible and that, with input from city staff and the Bloomington Remembers Veterans Group, Harrison Park was identified as a preferable site. Maintenance superintendent Tim Burnt described the ordinance amendment as a clerical update to Chapter 5 to reflect the new location.
Kate Blessing, president of the Bloomington Remembers Veterans Group, told the council neighbors and veterans have reacted positively to the Harrison Park location, describing it as quieter and more suitable for gatherings. Council member D'Alessandro asked about next steps; staff said the project will go out to bid after Jan. 1, construction will take place in 2026, and the city expects completion around October 2026 in time for Veterans Day commemorations.
Council member D'Alessandro moved to adopt the ordinance amending Chapter 5 (and Article 7) of the city code related to the Memorial for Veterans; the motion was seconded and passed 7-0.
The ordinance was presented as a site-location update only; presenters said the memorial’s vision and design goals remain unchanged.
