Commission hears operations update: Japanese Community Center near completion; sports complex, dog park progress

City staff updated the commission on operations and fiscal status, reporting that several capital projects are advancing while staff monitor budgets and vacancies.

The business manager said the city is 42% of the way through the fiscal year as of Nov. 30 and has expended roughly 31.5% of the general fund to date. Measure U — a local sales-tax measure — has funded expansions including park service officers and quality-of-life programs; staff reported Measure U spending in the parks area has increased roughly 2.5% to date. Managers said hiring is constrained and several vacancies remain frozen as part of an expense-reduction plan.

Operations staff said the Japanese Community Center building is nearly complete and site work is approximately 45% finished; a final asphalt lift on the parking lot is the main remaining task before opening. The sports complex is about 50% complete with grading and drainage work underway, and crews have begun pipe installation and early concrete work. The new dog park (referred to in materials as “Bark Park”) is substantially constructed and staff expect remaining amenity installation in the next few weeks; signage and design features were highlighted.

Staff asked the commission to expect additional project updates and clarified they will provide addresses and map directions for the new park and dog-park site to aid public access. The commission thanked staff and encouraged continued monitoring of timelines and budgets.
