Narberth, PA — Borough staff told the committee Nov. 14 they are proposing a low-cost monthly permit program for business owners and employees to use the municipal lot behind Haverford as a short-term response to new private parking restrictions nearby.
Staff proposed offering monthly permits at $10 per month, with options for one- or three-month permits and a plan to keep most metered parking open to the public. The lot was described as having 37 spaces; staff said the draft proposal would reserve a limited number (proposed up to 15) for long-term permits while leaving the balance as metered, public spaces. Staff emphasized the measure would be temporary while nearby private lots are reconfigured.
Members questioned whether reserving spaces for a subset of businesses would create unfair advantages and discussed alternatives such as day permits, time-limited business permits for surrounding streets, or a temporary program keyed to construction timelines. Staff also proposed tightening the current free daily/weekly pass system by eliminating the free daily pass and limiting free weekly passes to no more than two consecutive weeks and four total weeks per year to reduce abuse.
Staff said they will draft specific ordinance and administrative language and meet with business representatives; committee members asked staff to return with firm recommendations in December.
