Mayor Tim read the proclamation recounting Toler’s role helping the city develop its first 10‑year financial forecasting tool and a fiscal sustainability plan, assisting through the city’s fiscal emergency in 2019–20 and supporting ballot measures the council placed before voters (Measure Z, now generating the city more than $4,000,000 per year, and Measure X, estimated to raise about $750,000 annually). The proclamation noted Toler’s regular assistance with audits, financial reporting and staffing gaps.
Toler accepted the recognition and said he is stepping back from paid consulting work. “I would use the word retire, although I'm really saying to people that I'm gonna stop working for money... I'm always called to serve people and to pour into people’s lives,” he said, adding he plans to remain available to advise city staff when needed.
The council and audience acknowledged Toler’s contributions with thanks and applause. No council action or budgetary decision was tied to the proclamation; it was a recognition of service.
