The Hammond Redevelopment Commission on Monday approved two resolutions to expand the city's redevelopment footprint and unlock tax-increment financing for projects in North Hammond and Jacob Square. Staff said the North Hammond amendment is a first procedural step that will be followed by additional planning commission and city council confirmations. On Jacob Square, staff and speakers recalled earlier public comment that was "very positive" about turning the area into a residential TIF intended to support both new construction and rehabilitation of older housing stock.
The measures allow the redevelopment commission to use captured tax increments to fund infrastructure and other public costs tied to private development in the expanded areas. Commissioners asked no substantive follow-up questions during the motions. Commissioner Tomage moved both resolutions; roll-call votes were recorded as five yeses on each measure.
The resolutions become part of the redevelopment commission's formal process for area designation and will require related approvals from the city council and other reviewing bodies as the projects advance.
