ANDOVER — The Andover City Council moved into a closed session to discuss real estate matters and approved an offer of just compensation to Andover Crossing for an exchange of unused street rights-of-way for a temporary construction easement related to the Founders Parkway project.
Council member Tim Berry moved to recess into executive session citing the statute as spoken on the record: "KISS a 7 5 dash 4 1 or 4 3 1 9 b 6," and specified that the session would include the governing body, the city attorney, the assistant city administrator and the director of community development. The motion was seconded and approved unanimously.
Following the executive session, Council member Judy O'Kady moved to extend an offer of just compensation to Andover Crossing for the exchange of unused street rights-of-way for a temporary construction easement needed for the Founders Parkway project. The motion was seconded and carried by voice vote (5-0).
The motion approving compensation and easement terms does not include detailed dollar amounts in the public minutes; staff will finalize the compensation terms consistent with the city's acquisition procedures and report back as required by policy.
What happens next: City staff will complete the easement documents and compensation offer consistent with council direction and applicable acquisition procedures.
