The Joshua City Type B Economic Development Corporation and Parks Board met and unanimously approved a slate of officer nominations and two infrastructure expenditures affecting the city's parks.
Board members administered oaths to newly appointed directors and then approved nominations for leadership positions on a single voice vote. Dustin Deese was nominated and approved as president. A board member nominated Robbie for vice president; Carol Kennel Philly was nominated and approved as secretary; Ashton Mix was listed as treasurer. The board approved the slate by unanimous voice vote.
The board next reviewed the parks and facilities agenda. Parks and public-works staff described a roughly 45-foot section of sidewalk at the entrance to the Joshua YMCA that has sunk two to four inches and separates from the curb, creating an unsafe condition for users. Citing liability concerns, the Board Chair moved to approve a quote not to exceed $1,770 to lift and level the sidewalk by mudjacking with sand and gravel; Alice Holloway, the City Secretary, seconded the motion and the board approved it unanimously.
Parks Department manager Steven Gillum proposed a retrofit of the existing Musco lighting system on the city baseball fields to replace manual on/off controls with a Musco control link that would allow remote scheduling and reduce wasted run time. Gillum said the retrofit would cut electricity use and lower maintenance costs by avoiding unnecessary run hours on expensive fixtures. After discussing funding sources, the board approved purchasing and installing the Musco control retrofit for $13,009.50, to be paid from the park improvement bond fund; the motion passed by unanimous voice vote.
Earlier in the meeting, Assistant City Manager Aaron Maldonado presented the budget report through August and said "everything looks in in line" and that "there was nothing in in the red." Members asked for further detail on revenue and the staff said full expenditure pages and year-to-date reporting are available and that October reporting will show additional line-item detail.
The meeting closed with a monthly parks report outlining recent irrigation-system upgrades and staffing shortfalls; parks staff said they are short two positions and will recruit to fill vacancies. The board suggested future agenda items including tree plantings.
