Council approves PEC supplemental agreements and $2.92 million change order for Yorktown Parkway improvements

ANDOVER — The Andover City Council approved supplemental engineering agreements with PEC to add construction inspection and administration for Vista Ridge (first and second editions) to the Yorktown Parkway project and authorized change order No. 11 with Pearson Construction totaling $2,916,201.70 for the residential public improvements.
Les Mangas, director of community development, told the council that consolidating the work under the Yorktown Parkway project avoids the time and expense of separate bid advertising and new contracting steps, which can add roughly six to eight weeks for bonding and contract processing. "This allows these subdivisions to roll right into construction as quickly as they can get the materials to do the work," Mangas said.
Staff said the Vista Ridge items are petition projects and that all associated costs will be charged to the eventual owners of the subdivision lots. Pricing for the supplemental agreements is based on extensions of unit costs from the Yorktown Parkway bid issued about a year earlier, and staff estimated roughly four to five percent savings compared with running new competitive bids.
The council voted to approve supplemental engineering agreement No. 6 (Vista Ridge second edition) and No. 7 (Vista Ridge first edition) with PEC and approved change order No. 11 to Pearson Construction for $2,916,201.70; motions were made and approved by voice vote (carried 5-0).
What happens next: Staff will coordinate with PEC and Pearson Construction so work on the Vista Ridge improvements can begin as materials and scheduling allow; city staff will bill the costs to the petitioning subdivision owners per the existing petition agreements.
