JPS outlines supports, funding for schools identified for improvement

The Jackson Public School District Office of School Support told trustees how it is identifying schools in need of improvement and what targeted interventions are in place.
At the Nov. 18 meeting, Doctor Knox explained the three identification categories used by the district: comprehensive support and improvement (CSI), more rigorous options (MRO) and targeted support and improvement (TSI). Knox said CSI designations typically apply to high schools with low graduation rates or schools in the bottom 5% of state Title I performance, that CSI/MRO schools must implement evidence-based interventions per ESSA, and that TSI designations focus on subgroups (for example, students with disabilities) that fall in the lowest 50% on relevant accountability measures.
Knox told the board five schools remain in CSI status and listed recently identified schools (Claseo, Pecan Park, Johnson, Shirley and Provine) whose identifications were tied to students with disabilities. He said the district has already put plans of support in place for identified subgroups, including coaching for inclusion teachers, instructional-partner support, professional development on high-leverage practices and tutorial services to address reading deficits.
Knox described a tiered-support framework: CSI schools receive weekly on-site support; TSI schools receive monthly support; a non-MRO CSI school receives biweekly support. He said identified CSI subgroup allocations are $100,000 per identified year and that TSI schools receive $40,000 per identified year. Knox also reported that many of the district's schools showed double-digit proficiency gains on the most recent benchmark assessment and that the office will deliver milestone updates to the board beginning in January.
Board members asked about leadership changes and goal alignment at middle schools and requested a deeper follow-up on strategies for middle school networks; Knox and superintendent Green said they will return with a more detailed plan.
