The City of Apopka Planning & Zoning Commission on Oct. 14 approved a special‑exception request to allow a place of worship at 458 Oakland Avenue.
Planner Amir Hamza described the application as a special exception to permit development of a place of worship within the Mixed Use Downtown zoning district. Hamza said the property totals 2.12 acres and that the applicant proposes a new building of roughly 6,300–6,400 square feet while keeping the existing one‑story residence on the site.
Hamza told the commission that staff and the Development Review Committee recommended approval and that the applicant held the required community meeting for property owners within 300 feet; according to the meeting letter, no one attended. Hamza also said staff has no record of a prior special exception or a business tax receipt for the existing use and that no prior building or fire inspections are on file.
Several commissioners raised questions about disclosures and social‑media comments. Commissioners discussed the definition and disclosure of ex‑parte communications in quasi‑judicial contexts; Hamza and others advised that disclosure is appropriate when commissioners have viewed external communications that might bear on fairness. Commissioner Washington noted the commission’s role is to apply the code regardless of the occupant.
Commissioner Mott moved to approve the special‑exception subject to the exhibits and findings of the staff report; Commissioner Woods seconded and the motion carried.
