Bay County commissioners approve routine minutes, adopt several resolutions and confirm appointments

In brief business, the board unanimously approved the Nov. 18 meeting minutes and the meeting agenda by voice vote. The board adopted Resolution 2025-255 recognizing the Delta College women’s soccer team for winning the 2025 NJCAA Division III national championship. The board also read and transmitted Resolution 2025-256 honoring the life and public service of Michael Frederick Halstead, who died Nov. 15, 2025; the resolution directs a copy be sent to his wife, Ida.
The board received and confirmed applications for the Department of Aging Advisory Committee; because the applicants were unopposed, the appointments were confirmed by voice vote. For the Bay County Veterans Affairs Committee the board recorded votes for candidates and appointed Begick and Stewart to four-year terms, with a recorded tally reported in the meeting as six votes for each successful candidate.
Commissioners also received the treasurer’s public bond status report and approved a set of additional resolutions (listed in the meeting record as Resolutions 2025-257 through 2025-261), covering county executive reports, reminders for 2026, an equipment purchase for recreation facilities, funding authorization for a historical society project to catalog tax rolls for state transfer and a common-chain agreement for the register of deeds.
During discussion of the common-chain/resolution for records modernization, the register of deeds described an AI-assisted indexing tool and said, “this AI generated system can actually read that, gather all the data points out of that document for us,” noting it can extract information even from 19th-century cursive. The board moved the set of resolutions and approvals as presented; motions were supported and carried by voice votes as recorded.
The meeting adjourned after brief commissioner remarks and seasonal greetings.
