Montgomery commission previews updated ARB guidelines, advances South Hull survey

The Montgomery Historic Preservation Commission on a November meeting heard a detailed staff presentation on revised design guidance and neighborhood survey work, with staff urging outreach to expand designations beyond architecture to include cultural and social history.
Sean Rose, the commission’s staff coordinator, walked commissioners through an updated appendix for the Cloverdale–Idlewild neighborhood and said the city’s local register currently includes "about 74 of those" individually designated properties. He said the existing design guidelines date from 1985 and the draft will include more detailed technical directions and photographs to help homeowners and reviewers.
"Ideally, people will reach out to me in advance," Rose said, describing the design-review process by which property changes are evaluated. He emphasized the National Park Service framework of seven aspects of integrity — location, setting, design, materials, workmanship, feeling and association — and urged preservation that maintains those characteristics.
Rose discussed character-defining elements such as Tudor Revival half-timbering and Greek Revival columns, and focused on historic wood windows, saying preservation and repair (reglazing, repainting and part replacement) often extend a window’s life. He advised that keeping original materials is frequently preferable to wholesale replacement.
Commissioners praised the presentation and pressed staff to get the materials into neighborhood hands. Commissioner Valerie Smedley suggested taking demonstrations to designated neighborhoods so residents can see repair options in person; other commissioners supported workshops through the newly formed education committee slated to meet in January.
Rose also updated commissioners on a separate staff project: he and a colleague completed a property inventory for a proposed South Hull district — about 380 properties with a major building period from the 1930s through 1958 — and said he plans to draft a designation report for HPC consideration in 2026.
The commission also carried a procedural motion to adopt the minutes of the Oct. 14, 2025 meeting.
Next steps: staff will post the presentation materials on montgomeryal.gov if not already available, prepare draft ARB design guideline appendices for review, and continue community outreach and education workshops in early 2026.
