Council approves all‑way stop at Plumosa Avenue and Lynn Way after neighbor testimony

He told the council the neighborhood has tried traffic calming such as speed humps but was previously opposed by a former fire chief; he urged action to improve pedestrian safety.
Councilmember Contreras asked whether the stop sign would be installed on private property; city staff confirmed the sign would be installed within the public right‑of‑way and not on private land. Councilmember Contreras moved to approve the all‑way stop; Councilmember O’Donnell seconded. The council voted unanimously to install the all‑way stop.
The approval followed public testimony on both sides and staff confirmation about right‑of‑way and notice procedures for affected parcels.
