Environmental commission asks Vista council to study phasing out single‑use plastic bottles at city facilities

Crayle said the subcommittee modeled its proposal on ordinances in neighboring cities and included exemptions for emergencies, outdoor workers’ hydration needs, and individuals who bring their own beverages.
Janice Jones, a longtime Vista resident and environmental commissioner, spoke in support and provided photographs and handouts to illustrate wildlife harm from plastic waste. “These reductions show what’s possible when the city takes proactive action,” Jones said while asking staff to present a full discussion when the item is agendized.
Councilmember Contreras moved to accept the commission recommendation and to direct staff to prepare a future discussion on phasing out single‑use plastic bottles at city facilities and events with a project timeline; Councilmember O’Donnell seconded. The motion passed unanimously.
Councilmembers emphasized the need to consider exemptions, funding, maintenance, and community outreach, and directed staff to return with detailed options before any ordinance or formal adoption.
