Board approves transfer of Toots Bar license, allows fenced outdoor service

The Alcohol Beverage Board of St. Mary's County on Dec. 11 approved the transfer of a Class D beer, wine and liquor license for Toots Bar at 23971 Myrtle Dean Road in Hollywood to Gregory M. Reynolds and Timothy M. Quaid and granted permission to use the fenced outdoor deck and an extra serving counter for outdoor service.
Applicants Gregory Michael Reynolds and Timothy M. Quaid described plans to preserve the building's history, reinstate food service, and run a 100% ID policy for customers. The applicants told the board they would continue to staff Doormen to check identification and planned to have bartenders and staff trained in responsible-alcohol service.
Board members focused questions on how the outdoor boundary would be controlled and whether the outdoor area was covered and fenced; applicants said the outdoor deck area is already fenced and covered and that no new structures were planned. The board moved, seconded and approved the application with no additional conditions beyond standard licensing clearances.
The board noted outstanding administrative items (e.g., comptroller retail-sales holds or fire marshal approvals) must still be cleared during licensing processing but took final action to approve the transfer and the existing outdoor service configuration.
