Deputy County Administrative Officer Chris Eppley told the Marion County Board of Commissioners that the county has been awarded $1,992,766 from the Criminal Justice Commission for the 2025–27 Oregon Behavioral Health Deflection Program. Eppley said the funding is distributed in two phases; the first phase is $678,344, which is the amount in the grant agreement presented for electronic acceptance.
Eppley explained the grant application and notice are processed electronically and that the county needs a delegated signatory (the chair, another commissioner if the chair is unavailable, or the chief administrative officer) to accept the award via the vendor’s DocuSign process. Commissioners asked for confirmation of the sender and timing of DocuSign notices; Eppley said he would verify and ensure the correct DocuSign package is delivered after 10 a.m.
A motion to delegate authority for execution of the 2025–27 Oregon Behavioral Health Deflection Program contract was made, seconded and approved by voice vote. The transcript records the award amount and the board’s delegation; Eppley said the award resulted from passage of House Bill 4002 and biennial legislative funding processes.
