County staff read the public-hearing notice into the record and said the hearing will precede final council action on the ordinance. Members of the public were invited to sign up to speak; several speakers later addressed the topic during the public comment period and asked whether joint‑jurisdictional coordination and past decisions had adequate oversight.
The hearing notice was read into the record by staff; the committee recessed and indicated the full council meeting would convene at 6:30 p.m.
