Aaron Flores, city secretary, briefed council that the Charter Review Committee will begin meeting on Dec. 17 and presented one vetted applicant for District 1, Elizabeth Aviz. Council members discussed the committee’s scope and asked how and when council can refine topics. Flores said commission meetings will be regular and councilmembers are welcome to attend; the committee will make recommendations to council when its deliberations conclude.
Councilmembers identified specific topics they want the committee to address, including the holdover provision in the charter, agenda‑request procedures, quorum definitions, abstention rules, use of the city attorney, and decorum standards. Mayor Lynn and members asked staff to compile submitted topics and to allow commissioners to add items during the commission’s meetings.
A motion was made and seconded to appoint Elizabeth Aviz to the Charter Review Committee; the motion passed. Council did not vote on amendments to the committee’s topic list at this meeting; staff will update and distribute the list prior to the commission’s first meeting.
