St. Joseph County Board of Commissioners met and approved a series of routine and contract items, including accounts payable, several ordinances forwarded by County Council, IT and court technology purchases, a historic courthouse interior restoration contract and an agreement for a Larson Road project tied to Amazon.
The meeting opened with formal votes on the accounts payable docket and eight County Council bills to become ordinances; both motions were seconded and carried unanimously, according to roll calls during the meeting.
Richard Warfield, speaking during the information-technology portion of the agenda, told the board the county needs to replace courts’ aging cameras and add storage for camera servers. “This is to replace the rest of the cameras that are on the old system and to add more storage for the camera servers,” Warfield said. The board approved the purchase from New Age Telecom.
The board also approved a master service agreement with For the Record for upgraded digital recording and transcription software for the courts; Warfield said the county’s current version had reached end of life and the replacement was budgeted.
Bree Roberts, director of physical assets, recommended a contract with Conrad Schmidt Studios for restoration work inside Courthouse 1, including medallion and lunette murals, the rotunda dome and two wing courtrooms. “This contract is for, 4 medallion murals, 2 lunette murals, the rotunda dome, as well as the 2 wing courtrooms,” Roberts said, and she noted $800,000 is already budgeted for the project with an additional $44,111 requested from the Board’s furniture and fixtures fund to bridge the gap. The board approved the contract.
Clerk/meeting staff moved to table two resolutions (R-23-C-2025 and R-24-C-2025) because the honorees were not present; the board voted to table those items and will revisit them next week.
The meeting recessed after a public-comment period in which a New Carlisle resident asked the board to impose a one-year moratorium on rezoning agricultural land for hyperscale data-center projects. Board members said they respect public comment but that rezoning authority rests with County Council.
