The Planning Commission recommended approval of a small-scale future land use amendment (Ordinance 3140) and the companion rezoning (Ordinance 3141) for 1030 East Sandpiper Street on Dec. 9.
Planner Amir Hamza explained the request: change the property’s future land use from 'in progress' to Residential Very Low Suburban and rezone from Transitional to Residential Country Estate to align the site’s land-use designation with proposed zoning and allow a later special-exception application for an accessory dwelling unit (ADU).
Applicant Lincoln (transcript alternately lists the surname as 'Hayes' and 'Haines') told the commission he and his wife seek to build an ADU to care for elderly parents in a multigenerational household. Two neighbors and nearby residents spoke in support. Commissioner Norwood moved to recommend approval; the motion carried on voice vote.
Staff and commissioners noted that the ADU would still require a later special-exception permit and that the property’s annexation history meant the owners seek alignment between zoning and future land use.
The commission’s recommendation will be included in the staff packet to City Council.
