Commission recommends approval of Onditch North PD rezoning and master plan

The Apopka Planning Commission on Dec. 9 recommended approval of Ordinance 3117, a planned-development rezoning and master plan for the Onditch North project, a roughly 196-acre gated subdivision proposed on the northwest corner of Onditch Road and State Road.
Jean Sanchez of the City’s Community Development Department described the PD application, noting the master plan proposes 196 detached homes in a clustered layout with at least 50% open space, multiple stormwater ponds, tree preservation areas and a multipurpose trail system. The Development Review Committee recommended approval, finding the PD consistent with the comprehensive plan and the land development code.
Commissioners focused on transportation questions: Commissioner Ryan asked whether the county would reduce posted speeds on Onondage/Onditch Road (staff said speed limits are a county decision). Developer and engineering representatives and city transportation staff said the developer will provide turn-lane improvements, pay a proportional share of mitigation fees and has discussed potentially funding a future signal at the intersection. Bill Wharton, the city’s transportation coordinator, said traffic studies show existing intersections operate satisfactorily and that proposed right- and left-turn lanes and other improvements are included in the project approach.
Commissioner Washington, Commissioner Wood and others raised wetlands, vacation of a portion of Pittman Road, and community meeting materials; staff said wetlands dedication/maintenance depends on whether wetlands are dedicated to the city, an easement to the St. Johns River Water Management District, or retained by an HOA, and that vacation of Pittman Road would require a separate city council process.
After discussion the commission moved to recommend approval of Ordinance 3117, including the master plan and PD agreement, finding it consistent with the comprehensive plan and land development code.
