Avon council awards Dan Jones Road Phase 3 contract to E & B Paving for up to $7.97 million

The Avon Town Council voted Dec. 18 to award the construction contract for Dan Jones Road Phase 3 to E & B Paving in an amount not to exceed $7,973,668.

Council members were presented with a staff summary that described Phase 3 as the stretch from U.S. 36 North to County Road 100 North, where the town plans to convert a roughly one-mile section from two lanes to four lanes. Staff said every utility line in that corridor required relocation, which raised project costs beyond typical road-building expenses.

Staff reported an engineer’s estimate of about $9,600,000 and said the low bid from E & B Paving came in below that figure. Town staff told the council the project funding would be a combination of redevelopment commission (TIF) dollars and anticipated CCD, EDIT and wheel-tax funds; staff said federal/state funding exchange arrangements would cover a portion of the construction allocation but that utility relocations exceeded some of the awarded amounts.

During discussion members asked whether lower bids would return excess funds to the funding source or remain in the project; staff said the Metropolitan Planning Organization would only reimburse up to its awarded amount and the town would cover overruns tied to utility relocation.

Speaker 4 moved to award the contract to E & B Paving, the motion was seconded, and the council approved the award by roll call.

The project continues a multi-phase reconstruction of Dan Jones Road. Staff noted E & B Paving has worked on prior phases of Dan Jones and other town projects and that the town expects substantial utility coordination and easement work during construction.

Next steps noted in the meeting: finalize contract documents with the low bidder and proceed with scheduling and utility coordination. The council recorded the roll-call votes after the motion.
