Commission awards rescue-vehicle purchase and Forest Hills resurfacing contracts

The Coral Springs City Commission voted unanimously to authorize two procurement items: a purchase of three rescue vehicles and a contract to mill and resurface local roads feeding Forest Hills Boulevard.

On Item 5, staff identified a purchase from the vendor recorded in the staff report as "Methanie Motor Company of Ocala, Florida" to a not-to-exceed amount of $1,300,000 for three rescue vehicles. "This item is for 3 rescue vehicles, purchased from Methanie Motor Company of, Ocala for the sum of 1,300,000.0," staff said in the presentation. Commissioners clarified that the contract amount listed is an upper threshold for procurement execution.

Item 6 sought to award the Forest Hills resurfacing contract to All County Paving of Delray Beach for $612,000. Staff said 14 bids were received for the project. Procurement staff explained local-preference rules: local vendors receive a "5 point preference" on RFPs, but this procurement was a bid (price-driven) solicitation and is evaluated on cost and responsibility. "We had total 14 bids that came in," procurement staff said, and "if they're a local vendor they will get a 5 point preference if it's an RFP; this was a bid because there were plans."

Commissioners asked staff to provide the bid tabulation later to identify whether any Coral Springs firms bid and discussed whether tweaks to local procurement rules could increase local participation. Both items were moved, seconded, and carried unanimously.

The award for the rescue vehicles and the Forest Hills resurfacing work will proceed under the usual contract-execution process; staff will provide additional bid-tabulation details at a later date.
