William Penn superintendent: budget passed, funds arriving; district highlights student growth

He said district leaders expect to start the 2026–27 budget process in November and noted the planned adoption date for the 2026–27 budget remains subject to change because of uncertainty in state funding timing.
On student outcomes, Dr. B highlighted Pennsylvania’s PBOS measure and said eight of 11 schools met or exceeded growth expectations in math and English language arts. He also said nearly 90% of the district’s Algebra I teachers met or exceeded growth expectations on the state assessment and described a large improvement at the Ninth Grade Academy, which the transcript reports rose from a building score of 56 (’22–’23) to 95 (’24–’25).
Dr. B noted district investments in extracurricular and instructional programming: he described a $30,000 investment in a high‑school classroom that supports participation in a Microsoft Hackathon and encouraged the public to attend winter concerts and other events listed by the district. He also announced a Dec. 3 podcast interview with State House Speaker Joanna McClinton that will address budget issues.
Board President Monique Boykins opened the meeting by urging focus on the passed budget and thanked teachers and community members for public support during recent disputes. The superintendent closed his remarks by encouraging community involvement and sharing where to find updates.
Next steps: Dr. B said staff will continue to monitor incoming state disbursements, produce the 10‑year forecast requested from the district’s financial consultants, and bring further budget documents and calendar items to upcoming meetings.
