Staff noted several changes tied to the Environmental Services Department, including adjustments for new and replacement water meter parts and updated sewer rates forecast through 2030. In addition, staff updated records-request fees to align with an amendment in Kansas statutes: charges must reflect 'actual cost' for extensive record searches. Under the cited approach, cities calculate actual cost as the hourly wage (not including benefits) of the employee performing the search; if the cost exceeds $200 and requires more than five hours, staff are to notify the requester before proceeding.
A staff presenter referenced previous presentations on utility forecasting (by Beth Warren with KMU) and said the changes reflect statute-driven practice for electronic and paper records requests. Commissioners moved and adopted the resolution and repealed the prior resolution number as listed on the agenda.
