The Arkansas City Commission voted to adopt an amendment to the municipal zoning code (Article 20) creating a special exception that allows front-yard carports for properties without alley access, a planning staff member told commissioners.
The amendment reduces the required front-yard setback from 25 feet to a 5-foot setback for eligible carports and attaches several conditions: carports must have a paved driveway; they must be used for vehicle parking only (no storage of equipment or materials); they must be open on three sides and not enclosed to become a garage; maximum width is 18 feet; and construction materials and appearance should be similar to the existing house (for example, wood-framed houses should have wood carports) to discourage portable metal structures.
Staff said the Planning Commission held a hearing on Nov. 11 and recommended approval. The planning staff noted the change targets neighborhoods where residents cannot place a carport in a backyard because there is no alley access. “We created a special exception so that for neighborhoods that don’t have alley access…this would be a special exception to the front yard setback,” the presenter said.
Commissioners discussed permit requirements and the need for applicants to submit basic plans showing materials and design. The commission moved to adopt the ordinance and the motion passed.
