• Suspension of public‑comment limit: Commissioners voted to suspend rules to allow the full set of speakers who had registered for public comment.

• Consent agenda: The commission approved the consent agenda by voice vote (motion and second recorded; motion carried).

• Ordinance No. 2025‑1789 (first reading): After a public hearing on a proposal to abandon and close a portion of a 20‑foot city‑owned alley near Boca Chica and Vermillion in exchange for a relocated alley and dedication of an adjacent drainage right‑of‑way, the commission moved, seconded and approved the ordinance on first reading.

• Financial and investment reports: The commission moved and voted to acknowledge the fourth‑quarter financial report (Q4 ending 09/30/2025) and the city’s investment report presented by adviser Deep Blue.

• Board appointments: Resolutions to appoint or reappoint members to the Historic Preservation Commission (Resolution 2025‑113B) and the Brownsville Border Film Commission (Resolution 2025‑108B) were moved, seconded and adopted; nominations included Luis Matamoros for a film commission vacancy.

• Executive session and personnel action: After entering executive session to discuss the city manager selection and other confidential matters, the commission reconvened and voted to appoint Alan Guard as interim city manager effective Dec. 20 (motion and second recorded; motion carried).
