Hampton Township council enacts 2026 budget ordinances, keeps millage unchanged

Hampton Township Council voted Wednesday to adopt a package of 2026 budget measures, keeping the real estate millage unchanged and approving related borrowing and administrative resolutions.
The council enacted ordinance 875 to set the 2026 real estate tax millage at a total rate of 2.9241 — broken down as 1.979 for general operating purposes, 0.7415 for capital improvements and 0.2036 for fire service — and adopted ordinance 876 (general and other funds budget) and ordinance 877 (2026 capital improvements fund). The assistant township manager told the council the millage rates are unchanged from 2025 and recommended enactment; all three ordinances passed on roll call votes.
Council also accepted the manager’s recommendation to proceed with a 2026 tax-and-revenue anticipation note (TRAN) to cover a January debt-service payment. The township solicited proposals and chose First National Bank’s low bid for a $1,500,000 note at an interest rate of 3.4%. The motion to accept the proposal passed on roll call; one council member recorded an abstention.
In other finance actions, the council adopted resolution 1118 to set police pension participant contributions at 5% effective Jan. 1, 2026 (to remain until bargaining is settled) and adopted resolution 1119 establishing 2026 hourly rates for the township’s legal counsel and engineering consultants after a brief presentation of modest increases.
Council authorized a purchase and installation contract for an uninterruptible power supply through All Lines Technology via the CoStars cooperative program. The quoted equipment price is $22,965.09 and the council released funds not to exceed $30,000 from the 2026 capital improvement program for purchase and installation.
