The Advisory Plan Commission unanimously approved a development plan review (DPR 25-17) for a Gibbs Park Welcome Center and administrative building on a roughly 20-acre parcel owned by Hendricks County Parks. Ryan Lindley, superintendent of Hendricks County Parks, summarized the project program and schedule and said the park acquired the site and planned to begin bidding for construction next spring.
Staff reported the plan meets applicable UDO and architectural standards and recommended approval subject to standard conditions. The proposed facility is about 7,559 square feet with a reservable 1,500-square-foot exhibition hall (capacity about 99-100 people) and a classroom for roughly 30 people; the project includes parking and related site improvements and does not require waivers.
"The facility is about 7,600 square feet," Ryan Lindley said, highlighting the exhibition hall and classroom program and noting the group anticipates breaking ground next spring and finishing the project by the following fall or winter. Commissioners asked about lighting and spillage to nearby agricultural areas; staff said the plan shows near-zero foot-candles at the property boundary and meets the stricter standard adjacent to residential uses.
With no remonstrations, the commission approved DPR 25-17 unanimously with standard staff conditions. The park board will proceed to bid and then follow typical permitting steps.
