City approves assessing contract, housing voucher extension and related 2026 contractor contracts

During the Dec. 1 meeting, the Lapeer City Commission approved several consent and administrative items with limited debate.
The commission authorized a three-year contract with Assessment Administration Services LLC for assessing services beginning Dec. 1, 2025; Commissioner Melissa Petrie moved the contract approval and the motion passed on roll call.
The commission also adopted a resolution extending the Michigan State Housing Development Authority (MSHDA) Housing Choice Voucher (HCV) administration agreement through early 2026. Staff said this is a third extension to maintain administration; no additional vouchers are being added, and some HUD/MSHDA funding was described as reduced. Commissioners then approved independent-contractor contracts aligned with that HCV administration extension and authorized the mayor and city manager to sign necessary documents.
In routine business the commission also approved the bill listing for Dec. 1, 2025 in the amount of $171,151.12.
What’s next: The HCV administration extension maintains the city’s administrative role through early 2026 while staff monitors program funding and voucher availability.
