Council accepts proposed 2025–26 budget for public hearing and sets proposed tax rate

Interim Finance Director Todd Simineau told the council the city filed the proposed 2025–26 budget with the city clerk to meet state timelines and recommended a public hearing on Sept. 2, 2025. Council voted to accept the proposed budget for the purpose of setting that hearing.
Simineau also explained that because the proposed tax rate exceeds the 'no new revenue' rate, state law requires a record vote of the council and publication of the required notice. The council set a proposed overall tax rate of 0.57596 (57.596¢ per $100 valuation) and scheduled a record-vote public hearing on Sept. 16, 2025. Members recorded votes individually during the meeting.
The acceptance of the proposed budget does not constitute final adoption. Staff said the public hearings and statutory notices will precede the final adoption of the budget and any tax-rate ordinance.
