The Bellevue City Council voted Dec. 16 to adopt the Bellevue & Pavilion Housing Residence Plan (Resolution No. 2025-29) following a presentation from RDG.
Flavia and Claudia of RDG presented the plan and described it as complementary to Bellevue’s comprehensive and affordable housing plans. Presenters said the plan was funded with CPPG disaster funds after a successful grant application and that the project involved public engagement including open houses and about 270 survey responses. RDG noted the plan will inform a forthcoming zoning-ordinance update and that it is available on the project website.
Council members thanked the consultants and staff for the work; the motion to adopt the resolution was moved and approved by the council.
According to the presentation, the plan included principles that will be considered in future zoning updates and affordable-housing actions. No substantive changes to existing zoning or immediate regulatory actions were adopted at the meeting; the resolution adopted the plan to guide subsequent steps and code updates.
