Council approves ordinance to formalize employee bonus process, stops short of awarding bonuses

The governing body approved an ordinance on Dec. 16 to formalize the city's process for awarding employee bonuses. The ordinance describes two paths for bonuses: (1) programmed into the annual budget, in which the manager can award within the budget authorization, or (2) by amendment to the annual budget, which must be brought to the governing body for consideration.
The presenting staff member noted that bonuses must be done by ordinance to comply with state code and that this document is "best practice" to memorialize the process. The presenter emphasized that the ordinance "papers over the ordinance, but it doesn't authorize the actual bonuses. That'll be the next, the subsequent item," leaving any specific awards for a future action.
Council moved and approved the ordinance by voice vote. Staff said any future bonus awards not programmed into the budget will be brought to the governing body for approval.
