Clark said the state authorized $58,000,000 for the project and the agency expects to award several contracts. She also updated the board on related initiatives: the central accounting and payroll system (CAPS) migration for HR (execution phase, revised to 52% complete with a target HR implementation date of July 13, 2026); an inmate-banking replacement (a turnkey solution with an established go-live in August 2026); a broadband connectivity pre-solicitation to expand fiber at facilities; a learning management system and a video-surveillance upgrade in pre-solicitation; and a technology-enhanced inmate-count proof of concept that completed its initial business case.
On integration, Clark told board members the systems are separate but are expected to interface, and the selected offender-management product will likely include an account component; infrastructure and collection devices (like tablets) will still be required for certain features. Procurement timelines vary by dollar thresholds and will include required 60-day pre-solicitation notices where applicable.
The board asked for projected milestone completion dates; Clark said she will include projected dates in the next regular board report.
