Council approves Meeker Court sewer rehab using state job-order contract

The Manassas Park governing body on Dec. 16 approved a project work order not to exceed $228,888 to the Matthews Group, using Virginia Department of General Services contract CTR0259591, for rehabilitation of about 150 feet of sewer pipe on Meeker Court and authorized payment to Gordian for program-administration work.
Mark Bossier, general services administrator, told the council the city is using a job-order contracting (JOC) approach under the Virginia Public Procurement Act to access a regionally prequalified list of contractors. "Job order contracting...is procuring construction projects by going to a list of prequalified construction firms that have already been competitively bid," Bossier said during his presentation.
Calvin O'Dell, director of community development, described why the work is necessary: "When the lining company went out and televised the sewer, they noticed an offset at one of the joints that would not allow the lining to take," O'Dell said. Televising found multiple offsets that staff say require excavation and replacement of roughly 150 feet of pipe, including excavations of 8 to 10 feet at some locations and replacement of one manhole invert.
O'Dell said the contractor will maintain at least one travel lane and perform bypass pumping so roughly 10 homes will remain served while work is underway. The city asked the contractor to defer field work until spring to allow immediate hot-mix asphalt repaving once plants reopen; O'Dell said resurfacing the full street was higher-priced and the city will subcontract local paving separately.
Bossier said Gordian prepared the scope and recommended the Matthews Group from the JOC list; staff noted a 5% program-administration fee to Gordian for scoping and price development. Council members questioned competitive pricing and accountability under JOC; staff said the city will sign the contract with the selected firm, oversee construction, and hold the contractor to the city's contract and specifications.
The motion approved by the governing body authorized the work order and associated payment to Gordian; the motion passed by voice vote.
