Summary
Director Mrs. Hicks presented a capital and facilities improvement plan that prioritizes safety and security upgrades first, plans phased work to avoid full renovation, and proposes using proceeds from a CDL equipment sale toward a new school vehicle. The board agreed to advertise an RFP for an integrated safety system allowing bids for full or partial scopes.
Director Mrs. Hicks briefed the committee on a comprehensive capital and facilities plan assembled with Mifflin County School District staff and building/grounds personnel. She said the administration identified top priorities with safety and security as the number‑one priority and that the board will be later asked to approve an RFP for a safety system upgrade incorporating fire-alarm integration, camera upgrades, door-entry control, monitoring and digital clock installations.
Hicks described a phased approach — addressing critical safety upgrades first and using targeted projects to avoid a single large renovation that would require the entire building to be brought to current code. She noted the team is collecting contractor data and service records and pursuing grant opportunities; she told the board that a previous $70,000 grant was used to replace several exterior man doors.
The director also discussed transportation needs and presented options for a 10‑passenger van versus a smaller SUV; she said the recommended 10‑passenger van would not require additional PennDOT endorsements and that proceeds from the municipal sale of CDL equipment will help fund the purchase. A board member cited an estimated cost around $60,000 for a vehicle; administration confirmed the quoted purchase price of $59,834.
Board members discussed whether an RFP should require bidders to provide the entire integrated system or permit sectioned bids; administration said the RFP can be written in sections to allow vendors to bid on the full scope or on parts. The board approved advertising the RFP and asked staff to draft the solicitation language with that flexibility.
