Commission approves schematic concepts to refresh four city parking garages

The Birmingham City Commission on Dec. 15 approved schematic design concepts from BCT Design Group to extend improvements used on the Chester Street Garage to four additional city parking garages: Peabody, Pierce, North Old Woodward and Park Street.
Aaron Ford, the city's parking manager, and designers from BCT and Illuminart presented a concept package focusing on interior accent painting and wayfinding, LED lighting upgrades (with occupancy/motion sensing controls), canopies at pedestrian entrances, facade panel options, and coordinated mural locations to be developed with the Public Arts Board. Designers recommended painting interior white with accent colors, targeted lighting at conflict points, and small canopies to identify entries.
Commissioners discussed sequencing, cost and resident impacts — including concerns about light pollution from brighter interiors and proposed color temperatures. Designers said proposed fixtures are neutral (~3,500 K) and that code/occupancy controls would limit light when decks are unoccupied. The commission approved a resolution authorizing staff to incorporate the BCT concepts into repair projects and future bid packages; staff will return with detailed bid packages and pricing.
