County staff told the Osage County Commission on Dec. 23 they are reviewing a backlog of Neighborhood Revitalization Program (NRP) applications and related tax‑roll matters and will correct entries that were not properly updated in prior years. Commissioners voted to approve tax-roll corrections for 2021–2025 as presented.
During public comment, Tim Hayes described a multi-year issue in which appraisal or processing delays produced confusing notices and a supplemental tax assessment. "This has been 3 of the last 4 years. Sent me, like, $3,500 check-in the mail...now they're saying I have had taxes I put for that year for a $192.33," he said. County staff acknowledged processing delays on older NRP files and said they will work through the stack year-by-year, notify affected property owners in advance and require payment before rebate issuance under statutory rules.
Staff explained that the NRP calculation compares current assessed value against the base pre-construction value to determine eligible rebate amounts and that adjustments must be processed by year to keep records, budgets and rebate timing clear. Commissioners emphasized adherence to state law and consistent treatment across taxpayers.
Next steps: Appraiser/treasurer staff will continue case-by-case outreach to owners affected by retroactive corrections, and tax bills will be posted to the rolls and handled by year as the corrections are processed. The commission did not direct immediate changes to NRP policy; staff will return with updates as corrections are processed.
