The DeKalb County Board of Registration and Elections voted to certify the recount for the Decatur City Commissioner District 1 Post A contest after staff reported a single change from the original tabulation.
Director Smith told the board the recount packet shows all tabulators and counting groups were retabulated and that one out‑of‑precinct provisional ballot — previously recorded as blank for that race by the duplication panel — was determined on recount to contain a vote for Mark Arnold. Chair Carly Swift then asked for a motion to certify; the motion was seconded and the board voted in favor.
Board members asked routine questions about observation during the recount. Director Smith confirmed that, for this nonpartisan race, the clerk recommended two observers from the city of Decatur for the verification panels and that the recount process followed the same tabulation and adjudication steps used in regular counting: pre‑testing the scanners, retabulation, adjudication of provisionals and duplication where appropriate.
After the vote to certify, the board recessed briefly so staff could complete and sign certification paperwork and reconvened to hear a separate set of citizen challenges to registrations.
