Prospect’s City Council gave a new first reading on Dec. 15 to an ordinance that would authorize and regulate the operation of golf carts on certain city streets and set a delayed enforcement schedule for equipment retrofits.
Mayor Doug Farnsley said several residents raised safety concerns that persuaded him to pursue a city ordinance after citizen reports of underage driving and an incident involving an adult holding an unrestrained infant in a cart. “My only goal in supporting the ordinance is safety,” Farnsley said, adding that the city’s purpose is to protect cart operators, passengers, drivers of other vehicles and pedestrians.
