Petoskey City Council on Dec. 15 authorized city staff to apply to the Harbor Springs Area Community Foundation to create a special project fund for the restoration and installation of the Kellogg horse head sculpture on the waterfront.
City Manager Horn said the city would serve as the applicant and fund custodian while donations flow through the community foundation. Artist Hans, who spoke to council by video, said roughly $50,000 is needed for the installation and reported about $25,000 in verbal commitments toward that total.
Horn and council members said the Art Commission had reviewed the proposal and the foundation’s executive committee must still approve the special fund. The city is not committing general‑fund dollars; the mechanism is intended to allow private donors to contribute to a fund that will reimburse the city for installation costs once sufficient funds are available.
Council moved and approved the direction to staff to apply for the special project fund; roll call recorded votes as aye and the motion passed by council consensus/roll call (5–0). Councilmembers asked about foundation fees and governance; staff noted typical foundation fees range and that the Art Commission will be used as a resource in fundraising and selection.
