IRPS approves multiple public-safety and language-access contracts, holds false‑alarm billing item for follow-up

DeKalb County’s IRPS committee approved several procurement items for fire rescue, public-safety technology and language access and postponed one billing contract pending additional documentation.
What passed: Commissioners approved an annual uniforms contract for Fire Rescue (recommended award to NAFECO/Nafeco and Williams Fire Apparatus) not to exceed $2,580,000 and approved procurement changes for APX radios and accessories through a Sourcewell contract with Motorola Solutions Inc., increasing funds up to $310,000. The board also approved a term extension for Motorola equipment installation (Mobile Communications America Inc.) through March 31, 2026 to allow time to finalize an RFP.
Language access: The committee approved a change order to extend and increase the Propio/Propio LS LLC contract to provide phone interpreter services through 12/31/2026 with a requested increase not to exceed $140,000. Staff said demand from non-English-speaking callers has grown and clarified that the Apex phone system provides automatic two-way Spanish translation while other languages are routed to human interpreters.
Held for follow-up: The false-alarm billing and tracking contract tied to a City of Brookhaven cooperative agreement (Superion LLC) was held for later in the meeting so staff could produce prior contract comparisons and clarify the Brookhaven reference. Staff gave a Jan–Aug 2025 revenue snapshot of $269,729.75, of which about $167,000 was shared to the county and roughly $89,000 to the vendor; commissioners requested a full-year comparison and paperwork from the earlier filings.
Procedure and next steps: Most approvals were by voice vote; the false-alarm billings item will return with comparative contract materials and a revenue breakdown before being reconsidered. Commissioners also asked purchasing and departmental staff to complete the RFP scope for the Motorola installation contract in time for the March 2026 deadline.
The meeting then moved to a lengthy OIA presentation (see separate coverage) and adjourned after the committee handled remaining items.
