Town manager reports insurance hike, curbside RFP plans and an $80,000 ambulance stretcher request

Town Manager Andrew J. Tierney updated the Hebron Town Council on Dec. 18 about operational and budget items. He said staff are working with the billing committee on DPW costs (bonding and insurance) and on CIP budgets. He said the town will put an RFP for curbside pickup out in January and is coordinating with the town attorney on the procurement.
Tierney told the council the insurance premium number being used for planning is about a 15.3% increase, and he alerted members that the Chatham Health District budget will go to public hearing next month and may increase the towns’ per‑capita charge. He said the town has reserves and is preparing for possible grant reductions.
Tierney also reported the fire department lost a stretcher for an ambulance, and the chief is seeking a supplemental appropriation in the range of $80,000. Several councilors questioned why the finance board was advised before the town council and emphasized the council should see such emergency requests directly when feasible. The council agreed the item will appear on the next agenda for fuller review and that Town staff will follow up.
